Both degrees require "intent to disrupt, impede, or prevent the General Assembly from conducting business." The bill makes first-degree violations a class A misdemeanor and a class D felony for a third or subsequent offense, and second-degree violations a class B misdemeanor and a class A misdemeanor for a second or subsequent offense. Additionally, the bill requires law enforcement officers to remove individuals who violate these provisions, if requested by the Speaker of the House of Representatives or President of the Senate, the Sergeant-at-Arms of either chamber, or a committee chair.

Increasing Health Insurance Premiums by Expanding the Coverage Mandate for Colorectal Cancer Screening.

This bill expands the state's health insurance mandate requiring coverage of colorectal cancer screening. Under the bill, insurance policies may not require prior authorization. Previously, existing law prohibited any deductible or cost-sharing requirement. Additionally, policies are now required to cover prescribed bowel preparation. Each and every health insurance mandate prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need.
